SINGLE CONTACT POINT Business Promotion & Co-ordination Cell in IPICOL co-ordinates all the promotional work of IPICOL. The Cell is the first point of contact between prospective investors and the various organisational wings of IPICOL. The functions of the Cell are as follows: 
1. To act as the first contact point of IPICOL to facilitate smooth interaction between the IPICOL and Entrepreneur. 
2. To function as an effective link between the entrepreneurs and other divisions of IPICOL. 
3. To establish and maintain contact with Industrial Houses, industrials and various organisations. 
4. To provide escort services to entrepreneurs willing to set up industries in Orissa. 
5. To operate a single window system for providing escort service and various infrastructural facilities to industrialist. 
6. Maintenance of public relation with the industrial community/commercial organisation. 

(B) When the entrepreneur comes to BPCC, he may or may not have come with any definite project idea. The BPCC interacts with the entrepreneur and helps to identify a suitable project. In case the entrepreneur has decided the project, BPCC initially discuss the project. If BPCC is satisfied that the project is prima facie acceptable, BPCC asks the entrepreneurs to appear before Internal Advisory Committee (IAC) of IPICOL with relevant papers as per the prescribed application format. Managing Director, IPICOL, chairs the meeting. On the basis of viability study done by BPCC and detail deliberation IAC accepts or rejects the proposal. The project is allotted to a Project Division depending on the product/manufacturing process after due approval in the IAC. The promoter is asked to deposit the prescribed scrutiny fee and the application for sanction of loan. The Project Division carries out detail appraisal Memorandum covering the technical aspects including market study and financial analysis. The project division works with close co-ordination of Investment Division for sanction and disbursement of loan.
